The owner/manager must take the one-day Small Business Course on how to build a health & safety program (manual) called Small Employer Health and Safety Management.
The owner/manager must complete the Construction Safety Training System (CSTS) or the Roadbuilder's Safety TrainingSystem (RSTS) interactive computer-based program. It is recommended field employees also take this training.
The owner, manager or most senior field supervisor must be certified in standard First Aid (two-day course) and if he/she has more than one work crew, additional first aid training is required in line with the Alberta Occupational Health and Safety legislation. A list of approved First Aid Training Courses can be obtained online at
www.chbaalberta.ca in the COR download section.
A copy of the First Aid certificate must be faxed to the Alberta Construction Safety Association (780-455-1120 or 1-877-441-0440) before your self-evaluation (Step 3) will be reviewed.
Step 3 Small Employer Audit
The company will have to complete the small employer self-evaluation validating the developed health & safety program (including completed documentation). This self-evaluation and supporting documentation as well as copy of the company's safety manual must be submitted to the Alberta Construction Safety Association for review.
Based on approval of the self-evaluations document and the company safety manual, certification will be requested.
Alberta Human Resources and Employment, Workplace Health and Safety will issue the Small Employer Certificate of Recognition.
This process could 4 - 6 weeks to complete, barring any unforeseen errors and/or omissions.
Maintaining COR
To maintain SECOR companies must:
Conduct an annual self-assessment of its health and safety program
Complete a self-evaluation and submit it to the Alberta Construction Safety Association for review
Ensure the Owner takes a minimum one-day refresher course every three years
When the number of workers exceeds 10, the company is no longer qualified to hold a SECOR and must take the necessary steps to obtain a standard COR.
